Office Buildings:

The most common practice and accepted procedure, similar with mature markets is to charge a fixed amount agreed at the beginning of the lease/year, (which represents an estimated cost for Property & Facility Management Services, cost for the utilities for the common parts and property tax & insurance) with the condition of reconciliation at the end of the year.

Another option is to re-invoice the common utilities cost, on a monthly basis and for the rest of the services (Property & Facility Management and Property Tax & Insurance) to charge a fixed amount which is going to be reconciled at the end of the year.
